No, that's not racism. That's a reflection of the New York Times believing that everyone in the entire world must worship New York City (they didn't do a piece on only white people who died, did they?). I've never seen them make even a cursory attempt at humanizing any story that happens in another part of the US, regardless of the ethnicity of those affected.
