I've also noticed that when a disaster happens in a majority white (or perceived majority white) area, there is a focus on how the community is rallying to work together to help each other whereas in reas that are majority POC, there is a stronger focus on how the people are relying on outside help, any kind of (again, perceived) chaos or disorder is magnified times a hundred to make it look like the victims are helpless and even contributing to the problem.

I live in a very white town in the US, two years after Katrina we had a major flood. Days into it someone (I think the Governor) made a statement about how it demonstrated what a great community we have that things were handled smoothly without any violence and how people were so willing tho help each other out. It was obviously a comparison with New Orleans, even though our flood was nowhere near that level of disaster.
